Cadre Restructuring Proposal in its final stage.It will take some period for DoPT approval. We are in regular touch in this matter. Due to effective persuasion in JCM (DC) Meeting and PJCA strike demand talks with DG Posts & Higher Officers and with Minister of Communications, Cadre Restructuring as we demand is likely to emerge as reality shortly.Let us hope the best to happen.

SAVINGS ACCOUNTS FOR GIRL CHILD

1450. SHRI RAJKUMAR DHOOT:

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:

(a)      whether the Ministry proposes to open one crore savings accounts for girl child in Maharashtra and rest of the country;

(b)      if so, the details thereof; and

(c)      how these accounts will be beneficial to the girl child?

(a), (b) & (c)  A new Small Savings Scheme called "Sukanya Samriddhi Account" for the welfare of Girl Child has been launched by Hon’ble Prime Minister on 22^nd January, 2015 in Panipat, Haryana. The account can be opened in Post Offices as well as in banks. With an aim to spread awareness and to provide benefit of such a good scheme to more and more number of girl child, the Department of Posts set target to open one crore Sukanya Samriddhi Accounts in the country, including Maharashtra. So far, more than 38 Lakhs accounts have been opened in different Post Office. The details of the scheme and facilities provided in these accounts which will be beneficial to the girl child are at Annexure-I.  

 ANNEXURE-I

  i.   ‘Sukanya Samriddhi Account’ is a new Small Savings Scheme for girl child.

 ii.   An account can be opened in the name of Girl Child under ‘Sukanya Samriddhi Account’ (SSA) by Guardian/Natural Guardian. Birth certificate of the girl child has to be produced. The depositor (parents or guardian) has to submit his/her identity and address proofs.

iii.   A Guardian can open only one account in the name of one girl child and maximum two accounts in the name of two different girl children. The natural or legal guardian can open two or three accounts if twin girls are born as second birth or triplets are born in the first birth itself.

iv.   An account under SSA can be opened up to the age of 10 years only from the date of birth. The girl child who had attained the age of 10 years, one year prior to the commencement of this scheme shall also eligible to open the SSA.

v.   Minimum amount for opening SSA is Rs 1000/- (subsequent deposit should be in multiple of Rs 100/-).

vi.   A minimum of one thousand rupees shall be deposited in a financial year but the total money deposited in an account on a single occasion or on multiple occasions shall not exceed Rs 1.5 Lakh in a financial year.

vii.   There is no limit on the number of deposits. The deposits in ‘Sukanya Samriddhi Account’ can be made in the form of Cash or Demand Draft or Cheque.

viii.   The interest rate for the financial year 2015-16 under ‘Sukanya Samriddhi Account’ is 9.2%. The rate of interest is not fixed and will be notified by the Central Government on financial yearly basis.

ix.   50% (half of the fund) of the accumulated amount in ‘Sukanya Samriddhi Account’ can be withdrawn for girl’s higher education and marriage after she attains 18 years of age.

x.   ‘Sukanya Samriddhi Account’ can be closed after completion of 21 years.

xi.   If account is not closed after maturity, balance will continue to earn interest as specified for the scheme from time to time.

xii.   The account can be transferred anywhere in India if the girl shifts to a place other than city or locality where the account stands.

xiii.   Investment in Sukanya Samriddhi Account has been covered under Section 80C of  IT Act.

''Today Aparesh Lahiri, Circle Secretary R-III, Sanjay Chakraborty, Circle Secretary, R-IV and Samir Kumar Bardhan, President CHQ R- III, met with DPS (HQ) and discussed regarding the problems cropped up i.c.w.  appointment of the newly selected PAs/SAs for the  year 2014. In the discussion DPS (HQ) assured the Leaders that the selected candidates possessing   the requisite qualifications and having genuine certificates should not be worried at all. DPS (HQ) also informed that the Circle Administration is maintaining close contact with the Directorate in this regard and the problem is expected to be resolved within a short period.

      As discussed in the meeting on last Sunday (03.05.2015), the successful P.A. candidates of 2014 batch, whose training and joining is now halted, are requested to assemble at the Office of The Chief Postmaster General, West Bengal (Yogayog Bhavan), opposite to Air India office on Central Avenue, on Friday, 8th May 2015. Nearest metro railway station is 'Chandni Chowk'. The time of assembling is within 1:15 P.M.

       It is requested to please take maximum efforts to gather in numbers as much as possible, as we shall be able to interact with all of the candidates. Divl Secretaries are requested to guide the candidates and to accompany them positively. Details of meeting with MoC.

Details of meeting held at Sanchar Bhawan on 05.05.2015 at 1300 hrs with Hon’Minister of Communications by Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action.

In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.

1. Corporatisation and  Privatisation of Postal Department as recommended by the TASK FORCE committee.

2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of 7th Central Pay Commission. Grant of Civil servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.

3. Implementation of Cadre Restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.

The ground was under active preparation for indefinite strike w.e.f .06.05.2015.

  Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action were invited for meeting with Hon’Minister of Communications.

On 05.05.2015.at 1300 hrs both Secretary Generals met the Hon’ MoC and submitted a memorandum on GDS issues primarily for inclusion of GDS under the purview of 7^th Central Pay Commission. As the Department of Posts assured the PJCA on 30.04.2015 that the proposal will be strongly recommended and referred to D/o Expenditure for reconsideration, the Hon’ MoC was requested to offer his good offices.

Hon’Minister of Communications has assured that the GDS issues would be looked into with an open mind and he would try to his best.

The  Cadre Restructuring Proposal file is awaiting for the approval of Hon’ MoC and now even though he had some reservations, he agreed to pass it with positive recommendations. The Cadre Restructuring Proposal will shortly be forwarded to DoPT.

In respect of Task Force Committee recommendations, Hon’ MoC  has not given any assurance about future course of action. But he asserted that NO PRIVATISATION at present and there will be no reduction or structural change in the department.

The meeting with Hon’ MoC is hopeful.

Considering the reply given in the minutes by the Postal Directorate and assurance given by Hon’ MoC , the PJCA has decided to defer the proposed INDEFINITE STRIKE from 06.05.2015 .
